Assisted AIG evaluate Response Action Plans (RAP) in order to determine whether cost cap
insurance policies should be given to a third party applicant. This process involved reviewing
and testing the validity of past investigation activities and performing cost benefit analysis for
the proposed RAP and other probable scenarios of outcome. This same service has been
offered multiple times to AIG and other various insurance companies.

Carson Road UST Removal

This is one of many underground storage tank removal and investigation projects completed
by ESE. ESE removed two 10,000 gallon gasoline USTs from the ground and completed the
necessary Release Determination Report as required under TCEQ regulatory guidance RG-
411, which included results from soil and groundwater sampling activities. Upon completion of
soil corrective action activities, the TCEQ issued regulatory closure for the site. This is one of
over a dozen UST facilities that ESE has closed with issues related to soil and groundwater
contamination.

Brownfields Redevelopment of Former Plant Site

ESE served as the Project Manager and Engineer for the Brownfields reclamation of the
former Texas Genco Power Plant located in Webster, Texas for the purpose redevelopment of
the 750 acre site as a master planned mixed use community located along Clear Creek. ESE
was responsible for managing the 750 acre project from cradle to grave for the client,
Cherokee Webster Development, which consisted of a joint venture between Cherokee
Investment Partners, Johnson Development, and the City of Webster. The former gas fired
power plant consisted of three boiler units (ranging from 100 to 180 feet in height), turbine
decks, warehouses, office buildings, support structures, pipelines, and surface impoundments.
Prior to acquisition of the property, ESE conducted the preliminary environmental due
diligence assessments and feasibility studies for asbestos abatement, demolition, and
environmental corrective actions. Upon completion of feasibility and the acquisition of the
plant by Cherokee Webster Development, ESE implemented the actions necessary to
complete the reclamation of the Site which included: preparation of Health and Safety Plans,
preparation of SOWs and RFPs for public bid of the asbestos abatement and demolition
services, preparation of asbestos abatement and demolition contracts, bid evaluations,
contractor interviews, and bidder selection. ESE provided full time on-site construction
management of all asbestos abatement and demolition activities for the removal of the three
boiler units and all associated above and below grade structures. ESE was also responsible
for managing the project schedule and budget and was responsible for delivering verbal
updates to the City Engineer and City Council when requested. In addition to the demolition
and abatement activities, ESE also conducted all of the necessary site assessment and
remediation of soil, groundwater, and surface water in accordance with Texas Commission on
Environmental Quality’s Texas Risk Reduction Program’s residential standards. ESE
delivered the power plant operating area to Cherokee Webster Development as vacant land
ready for redevelopment on schedule within 15 months.

Brownfields Redevelopment
City of Houston

Managed the environmental projects performed under the City of Houston’s Brownfields Grant.
Responsibilities included the development of the scopes-of-work for various Brownfields
projects, management of environmental consulting services provided at various brownfields
sites, presentations of project progress to the City of Houston’s Land Redevelopment
Committee, coordinating with brownfields stakeholders to facilitate communication, preparation
of weekly progress reports, budget tracking, and invoicing. The types of projects managed
under this program included former/abandoned dry cleaning facilities, gas stations, and light
industrial sites. Chemicals-of-concern (COCs) included chlorinated solvents, petroleum
hydrocarbons, and metals in both soil and groundwater.

Clinton Drive Complex Delineation/Remediation

Designed assessment and closure strategy for approximately 30 acre industrial facility operated since the late 1800’s. ESE designed a detailed assessment strategy, based on review of historic property use and limited environmental data, in order to identify, characterize, and delineate soil and groundwater impacts at the site. Additionally, ESE developed a closure strategy focusing on TCEQ closure through the Voluntary Cleanup Program (VCP) to residential standards. Recent and historic uses of the subject property include residential development, landfill, tank fabrication, pipe fitting, automotive and heavy equipment maintenance and repair, oilfield support services, sand blasting, painting, lumber milling and storage, and cotton/cotton seed oil processing.
In order to fully assess potential soil and groundwater impacts associated with over 100 years
of varying industrial activity, ESE advanced approximately 100 soil borings, 50 temporary
monitor wells, and 20 groundwater monitor wells. All assessment data was collected in
accordance with the assessment strategy developed by ESE in order to satisfy the
requirements of the Affected property Assessment Report (APAR) required under 30 TAC 350
TRRP for VCP closure. The assessment strategy implemented by ESE resulted in completion
of assessment scopes within the projected budget and approximately 2 months ahead of
schedule. This is currently an on-going project.

Oil Field Redevelopment

ESE managed subsurface investigations and remedial action planning for a former oil
production field which was purchased by the client for commercial redevelopment. ESE
worked in conjunction with the Railroad Commission of Texas to develop work plans to
complete the necessary subsurface investigations and remedial actions at the site. Identified
COCs included petroleum hydrocarbons, RCRA Metals, and chlorides.

TRRP VCP Investigation/APAR

TRRP
ESE served as Project Manager for a VCP investigation at an undeveloped Site in Dallas for
Sears. A critical driver for the project was timeframe in which the project had to be completed.
We were able to meet the objectives of the project for the client within the expected timeframe
through significant interaction with the TCEQ and the ability to rapidly assimilate new
information and adjust the project scope accordingly. Through development of Tier 2 PCLs,
we were able to minimize the amount of remediation required at the Site. Identified COCs
included petroleum hydrocarbons, arsenic, cadmium, lead, and PAHs. Since the TRRP rule
adoption in 2000 we have completed over 100 assessments and corrective actions under this
rule. We pride our selves in being one of the most experienced and educated consultants
under this regulatory statute.

SH 36 Corridor Assessment

ESE’s team conducted a 42 mile corridor assessment for a highway widening project which
extended from Rosenberg to Freeport, Texas. The assessment was conducted in accordance
with ASTM 1527 standards. Findings from the investigation identified potential areas of
concern associated with off-site facilities that may have impacted right-of-way. These findings
were used to develop further scopes of work designed to confirm or deny the potential
presence of soil and or groundwater impacts. The assessment also identified potential
wetlands and habitats for potentially threatened and endangered species.
