Any facility that stores hazardous chemical(s) (any chemical for which a safety data sheet is required by OSHA) in quantities that meet or exceed TCEQ Tier II reporting thresholds at any one time must conduct TCEQ Tier II Reporting, regardless of the operations conducted at a facility, in accordance with EPCRA (Emergency Planning & Community Right-to-Know Act) requirements.
Tier II reports are submitted to the TCEQ’s Tier II Reporting System (available through STEERS) and may also be required to go to local emergency planners, fire departments, and other agencies. Why is TCEQ tier II reporting so important? Because it gives local and state authorities – as well as the general public – exact information regarding what kinds of chemicals you have in your facility. Tier II reports also show how much of those chemicals you have, and where you keep them. Should any type of emergency involving those chemicals arise, that information will be critical to helping first responders respond in the most effective, efficient manner possible.
Tier II reporting must be conducted at least annually and also whenever a new reportable chemical is stored onsite or significant changes to a previously reported chemical have occurred.
