Texas Facility Response Plans

Texas Facility Response Plans For Terminals are required for certain facilities that store and use oil in order to achieve compliance with the Oil Pollution Act of 1990 (OPA 90). A Texas FRP for Terminals will serve to demonstrate a facility’s preparedness to quickly, safely and effectively respond to an oil spill.

Determining if Your Facility Needs an FRP

The need for Texas Facility Response Plans For Terminals is dependent on if your facility could reasonably be considered a risk for a discharge that could cause significant harm to the environment based on the EPA’s Substantial Harm Criteria. These criteria consider the quantity of oil stored, how/where oil is transferred, proximity to sensitive wildlife and environments and more. If it is found that a facility meets Substantial Harm Criteria, Texas FRP for Terminals must be submitted to the EPA.
