Non-Rule Standard (NSR) Permit
The goal of the NSR permitting program is to ensure that new and modified sources of emissions have appropriate control processes in place. The NSR permitting program affects many industries with far-reaching impacts. The NSR permitting process can be complex and requires an expert air compliance consultant or engineer to lead the process.
Air Permit By Rule (PBR)
In Texas, air permit by rule or (PBR) is a permit that allows companies to produce emissions that are not believed to be substantial contributors to environmental contaminants. The Texas Commission on Environmental Quality (TCEQ) regulates air permit by rule in Texas. Not all air permits by rule in Texas require registration with the TCEQ to claim authorization. However, onsite documentation detailing emissions calculations, rules claimed, and recordkeeping must be maintained.
