Services Performed

ESE performed emergency removal of five underground storage tanks at the 500 Crawford Luxury Apartment Complex in Houston, Texas. The unregistered, ghost tanks were improperly left in place after several fueling stations ceased operations decades prior to the redevelopment of the property as a multi-family residential structure. The tanks were encountered within areas of the structural foundation framework for the seven-story residential building, and could have presented significant construction and environmental setbacks to the project. However, ESE’s expertise with petroleum storage tank (PST) removals properly addressed contamination and health concerns, minimized construction delays, and provided regulatory closure of the tanks on an expedited timeframe.

Objective

ESE’s objective for the project included the emergency removal and regulatory closure of five unregistered ghost tanks. In addition, ESE directed affected media management, coordinated with local and state agencies to expedite closure process, and regulatory registration and closure of the ghost tanks.

Scope of Work

ESE was contracted to complete the emergency tank removal for Finger FSC Crawford, Ltd. ESE’s scope of work included the following:

  • Complete regulatory required notifications and emergency waivers with the Texas Commission on Environmental Quality (TCEQ).
  • Coordinate with municipal entities to obtain appropriate permits and complete required inspections of the removed tanks.
  • Properly identify the extent of contaminant releases, and remove and dispose of affected soils.
  • Manage affected media from removal through disposal.
  • Complete registration of ghost tanks, prepare engineering reports and obtain proper regulatory closure of tanks for the client on an expedited timeframe.
