Services Performed

ESE performed a Phase I ESA for a car wash and auto repair facility in Houston, Texas. The assessment was performed in accordance with the ASTM E 1527-13 guidance document, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment process.

Objective

The purpose of the Phase I ESA is to identify any “recognized environmental conditions” associated with the Site as defined in the ASTM guidance, ASTM E 1527-13. Recognized environmental conditions include the presence or likely presence of hazardous substances or petroleum products on a property under conditions that indicate an existing release, past release or a material threat of a release of any hazardous substances or petroleum products into structures on the property or into the ground, groundwater, or surface water of the property. Recognized environmental conditions also include hazardous substances or petroleum products even under conditions in compliance with environmental laws. The term is not intended to include de minimis conditions that generally do not present a material risk of harm to public health or the environment and that generally would not be the subject of an enforcement action if brought to the attention of appropriate governmental agencies.

Scope of Work

ESE’s scope of work included the following:

  • Walk-through Site inspection;
  • Drive-by observation of adjacent properties and the Site vicinity;
  • Federal and State regulatory agency environmental database reviews;
  • Review of aerial photographs;
  • Review of historic documents from local agencies;
  • Review of historic documents from the user and/or Site owner;
  • Site history/land use review; and
  • Report preparation including conclusions.
